Part-Time Consultant Editor — International (C-08)

The Government of Lao PDR (GOL) has participated in the Forest Carbon Partnership Facility (FCPF) since May 2008. The FCPF manages two different multi-donor funds (the Fund for REDD+ Readiness Preparation Support and the Carbon Fund). Lao PDR was granted a REDD+ Readiness Preparation grant of US$ 3.6 million in November 2011 and additional grant of US$ 4.5 million. The REDD+ Readiness Preparation grant supports analytical work including the development of the REDD+ strategy, relevant legal and regulatory frameworks, capacity development including training and workshops, stakeholder consultations, communication campaigns, and awareness raising. The FCPF Readiness Preparation Project is contributing to developing Lao PDR’s capacity to receive REDD+ investments.  One such international investment for REDD+ is from the Emission Reduction(ER) Program through results-based payments from the FCPF Carbon Fund.

The objective of the assignment is to provide English language editing and research services to support the preparation of a diversity of documents, website material, and audio-visual text as required. These services will support the REDD+ Office, DoF in carrying out the REDD+ activities and projects e.g. the National REDD+ Program, the Emissions Reduction Program Document (ER-PD), the Provincial REDD+ Action Plans (PRAPs) and other REDD+ related documents.

Experience and Qualifications required:

  1. At least Master’s degree in English language, communications, journalism, media, social sciences or related field.
  2. Minimum of 7 years of experience in writing and editing for print/radio/television especially related to forestry,

environment and/or climate change and/or knowledge of natural resource management issues in Lao PDR

  1. Experience in editing and proof reading documents and communication material
  2. Demonstrated experience with developing communication materials — on-line, Media/press releases, publications

and reports

  1. Good knowledge of English and Lao both oral and written communication skills, and ability to convey messages to

different audiences using diverse media

  1. Experience in working with journalist and media networks and ability to develop, nurture and maintain existing

and new media contacts.

The assignment is expected to take place between January to December 2021. The duty station will be either home-based and/or based at the REDD+ Division in DOF in Vientiane Capital, Lao PDR, with occasional travel to Provinces.

The consultant will be selected under selection method for Individual Consultants, page 53-54 of the World Bank Procurement Regulations for IPF Borrowers, Goods, Works, Non Consulting and Consulting Services dated July 2016, Revised November 2017 and August 2018.
